Capital New Airport Construction Project formally started at December 26 2014. The new Airport is situated at an area among YuFa Town and LiXian Town of Daxing District, Beijing, as well as Guangyang District, Langfang, Hebei province. The new airport is positioned as a large international aviation hub, and it is planed to build seven runways, so as to meet the demand of annual passenger throughput of 100 million person-times. The first stage project is designed to have the capacity of passenger throughput of 72 million person times, cargo throughput of 2 million tons, and flight handling capacity of 620,000 by 2025. It is planed to build four runways, 700,000 m2 of terminals and corresponding production and living facilities such as cargo transportation, air traffic control, aviation oil, aviation food, municipal supporting construction, comprehensive transportation system, etc. According to the approval of feasibility study of National Development and Reform Commission of China, the investment on airport project is 79.98 billion Yuan, the investment on air traffic control project will be 4.16 billion Yuan, and the investment on oil supply project (within the airport) will be 2.2 billion Yuan. The construction period is five years, and it is planed to complete the construction by 2019. The construction project of the Capital New Airport is an unprecedented endeavour in terms of its construction scale, which has attracted the attentions from both inside and outside of the industry globally.
The site selection of the new airport lasted a couple of years, and a comprehensive scientific appraisals and strict comparisons have been made on the clear zone, airspace, environmental protection, topography and geology, public facility conditions, regional economic development; the design of the new airport borrowed the successful experience of “One city with multiple airports” and hub airport construction from airports both home and abroad, and applied advanced technologies and concepts in operation of air traffic control, runway layout and structure, design of terminals, functional procedures, comprehensive transportation, green and environmental protection, etc.
In runway layout and structure, the four runways of the new airport take a structure of an “Omnidirectional Pattern of “three-longitudinal and one-horizontal”, which is the first runway structure of this type among the airports in Mainland China.
This runway structure is suitable for the air operation of Beijing and Tianjin areas, and it provides a variety of feasible solutions for the operation of air traffic control, maximizes the utilization of rare airspace resources of Beijing region, reduces the ground taxiing time of aircrafts, and is conductive to improve the air-ground integrated operation efficiency, and to reduce the noise impact to the surrounding areas.
In terms of comprehensive transportation, by taking new airport as its core, the project builds an integrated traffic trunk network of “five-longitudinal and two-horizontal” , to integrated the multiple means of transportations such as road, urban rail transit, high speed railway, interurban railway, etc. Leading by public transportation with high capacity, a ground integrated transportation system with powerful regional radiation capacity will be built. Special rail line of the new airport can directly reach the Beijing city center, and is connected with urban rail network in multiple points; the airport could be connected with major adjacent cities within two hours via expressway and interurban railway; introduction of high speed railway creates favourite conditions for air rail multimodal transport, which further expands the service range of the new airport.
In promotion of coordinated development among Beijing, Tianjin, and Hebei, located at the center of the major cities of Beijing, Tianjin, and Hebei province, new airport is situated at an overlapping and connected region, which is planned as the key development region of Beijing, Tianjin, and Hebei province. Development of airport economy relying on new airport is conductive to play the role of industrial agglomeration, makes the most use of resources and industrial bases of Hebei and Tianjin, guides transfer of part of service functions, such as transportation & logistics, education and training, and commercial marketplaces out of Beijing city, build a new economic growth pole, and drive the development of surrounding areas.
Construction of Capital new airport is a major initiative of “transportation first, civil aviation first” of the coordinated development of Beijing, Tianjin, and Hebei province. After the completion of the project construction, it will not only release the pressure of saturated operation capacity of Capital Airport, meet the urgent need on rapid growth of air transportation industry of Beijing city and adjacent areas, and upgrade international competitiveness of the civil aviation industry of China, but also actively promote the construction of Beijing as a world city, promote the integrated development of Beijing, Tianjin, and Hebei province, and form a new engine of regional coordinated development under the “New normal” of economic and social development of China.
